In order to document biodiversity in Germany IT-solutions to gather, mobilize and exchange data are necessary.
The IT-solutions should
- support and actively enhance the federal structure with its distributed data storage of biological observation data,
- enable a simlpe and intuitive handling of data gathering tools by volunteer specialists,
- provide scientists with the possibility of choosing wether or not to use data gathered by volunteers, and
- make possible a timely, federally harmonized data exploration.
Building on the experience gathered with predecessor projects (Federal: vegetweb 2.0, deutschlandflora.de, State: flora-BB, flora-MV) and with the aid of expert knowledge gathered thereby, the technical and organizational basis shall be developed, to have occurrence data of exemplatory species groups be drawn together and made available to the public.
By the collaboration of the States of Mecklenburg-Vorpommern, Brandenburg, Berlin, Sachsen and Sachsen-Anhalt it shall be shown in hte field of gathering of biological occurrence data, how the data flow can be handled from mobile data collection outdoors, via regional-, federal- and/or species groups specific-online platforms and state information systems up to federal data aggregations.
The use of the INDICIA-system with its central data-warehouse enables the collaboration of decentralized data managers with each other, the data exchange with parent aggregators, as well as the central administration of data management. It thereby offeres the possibility to handle effectively the decentralized scientific expert knowledge and data ownership, as is the case and a necessity for many species groups.
Project goals:
- Cooperation of several states respectively their state offices to establish publicly available information systems for flora and fauna.
- Safeguarding of data ownership of distributed scientific groups and state offices with the aid of a rights management, that handles the access, filtering and aggregation of the distributed data.
- The exemplary automatic networking of these information systems with federal data-warehouses (especially deutschlandflora.de), in order to compute comprehensive nature conservation evaluations on the federal level in a timely manner.
- The collaboration with existing open-source projects (INDICIA, EDIT, Mobile-App) in order to facilitate the best diversity of developments and the greatest compatibility.
